So far, no version of The Battle Cats have true forms for Rare Cats and above. Standard Cats get a true form at level 20 +10. Special Cats, I am not totally sure. I think you get the those true forms in the Eye-Opening stages, but those stages are only in the Japanese Version.

Fast movement speed. True Form is able to freeze non-Metal enemies. Decent movement speed, not enough to be considered suicidal.
