Why are some codes not stacking up on Xbox One?

According to support guys, sometimes it is because of some promotional codes not being able to stack up, sometimes you have to wait for your current membership to expire (because of an issue related to auto renewing). My specific issue apparentely was because I switched regions and added both a foreign and local addresses and payment methods.
